Why you might need locked services
Employers and employer agents need access to locked services and an eServices account to:
- Manage former employees' unemployment claims online rather than using paper forms.
- Apply for the SharedWork program online.
Locked services also allows you to:
- Copy data from one quarter to the next.
- Save, view and amend reports.
- Auto-calculate excess wages.
- View payment history.
- Cancel pending payments.
- View account activity.
- Control user accounts.

Request access for owners or officers
- At the "Available Services" screen in EAMS, choose your business.
- Under the "Business account" menu, choose "Request access to locked services."
- Read the "Terms of use" and choose "I agree."
- From the "Business role" screen, choose "Yes."
- On the next screen, choose the title of your role from the list.
- On the "Washington State Employment Security Department EAMS authorization request form" screen, submit your electronic signature and Social Security number (SSN).
- Choose "Submit request."
You should get instant access to EAMS locked services if the name and SSN you entered exactly match our records.
If your request shows as pending
This could mean one of the following:
- You are not listed as an owner or officer of the Employment Security Department (ESD) tax account.
- Your information on file is incomplete.
To update information:
- Submit your most current list of owners and officers. Use the Owner/Officer Change Form 5208C-2 (PDF, 748KB).
- Email the form to uifiles@esd.wa.gov or fax it to 800-794-7657.
- Once we process the form, we will grant you access to locked services.
Request for locked services and pending status (owner)
Grant non-owners access to locked services
Request access for employees or tax preparers
- At the "Available Services" screen, choose your business.
- Under the "Business account" menu, choose "Request access to locked services."
- Read the "Terms of use" and choose "I agree."
- From the "Business role" screen, choose "No" if you are not the owner or officer of the business.
- On the next screen, choose the term that best describes your relationship to the business:
- Employee/Delegate.
- Third-party authority (TPA).
- Professional tax preparer.
- On the "Washington State Employment Security Department EAMS authorization request form" screen, submit your electronic signature and choose "Submit request."
The request will show that your access is waiting for employer approval. An owner or officer of the business with access to locked services will need to approve your access.
If an owner or officer of the business does not have access to locked services, they will need to create their own SAW account. Find instructions on the about eServices for employers page. Then they will need to follow instructions on this page for owners and officers.
