Help for workers affected by foreign trade
Using federal funds from the U.S. Department of Labor (USDOL), ESD provides the following programs to help workers who are unemployed due to foreign trade:
- Trade Adjustment Assistance (TAA).
- Alternative Trade Adjustment Assistance (ATAA).
- Reemployment Trade Adjustment Assistance (RTAA).
Current program status and eligibility
Workers who were certified for TAA, ATAA or RTAA and separated from their job on or before June 30, 2022, are eligible for benefits and services. We encourage workers unemployed at any time due to foreign trade to reach out to us.
Since Congress has not reauthorized the program, USDOL is still accepting new petitions but isn't issuing new TAA determinations. All new petitions are "pending" until Congress reauthorizes the program.
You can read more about:
- TAA eligibility and petitioning.
- Services available to workers who qualify for TAA.
- Wage subsidies for older TAA-certified workers.
- TAA program benefits on the USDOL website.
- Labor unions on the Washington State Labor Council, AFL-CIO website.
