Group expected to provide valuable guidance to U.S. Secretary of Labor

OLYMPIA –U.S. Department of Labor Secretary Tom Perez appointed Cynthia Forland to serve as one of four labor market information directors on its new Workforce Information and Advisory Council (WIAC).

A member of the Employment Security Department’s (ESD) leadership team, Forland heads the agency’s Labor Market and Performance Analysis Division, which collects, produces and analyzes labor market and workforce development information to support policymakers, businesses and job seekers as they navigate a changing economy.

The council is comprised of 14 workforce and labor market information experts who represent a range of national, state and local data and information users and producers. Created as part of the federal Workforce Innovation and Opportunity Act, the group is tasked with providing recommendations to the Secretary of Labor about: 

  • Evaluating and improving the state and national workforce and labor market information systems; and
  • How the federal Department of Labor and states can work together to manage these systems.

 “Cynthia is considered one of the nation’s foremost experts on labor market information and is frequently invited to speak about the intersection of labor market information, the realities of the workforce development system and serving customers,” said ESD Commissioner Dale Peinecke, who recommended Forland for the council. “She’ll be a valuable asset, providing keen observations and thoughtful recommendations for improvement.

Forland has led ESD’s labor market information division for more than three years, after serving as the agency’s director of research and policy.  She is a member of the National Association of State Workforce Agencies Labor Market Information Committee, a frequent contributor to Results Washington, and works closely with educators to understand and close skills gaps for Washington employers.
